Is this an action you're trying to perform on a page? There are some limitations and intentional design choices that prevent this behavior on pages.
However, this should work in component spaces and boards:
Zoom: Hold Cmd/Ctrl and scroll with your mouse wheel
Pan: Hold the space bar and drag
Let me know what you're trying to do and I can confirm if it's expected behavior or something we should support.

Hey sorry, can you let me know if you are still wanting to be able to pan and zoom everywhere (as in pages too) or is the current implementation good enough?
